Abstract: Abstract Farming has been fundamental to human existence since time immemorial, and governments have a long history of using agricultural policy instruments of one kind or another. In the eighteenth and nineteenth centuries, the works of the classical economists such as Adam Smith, David Ricardo and Thomas Malthus contain much agricultural content.
