Abstract: Abstract In this chapter, we examine the role of digital technologies in accelerating circular economy transitions and enabling net-zero development in emerging markets. We apply Diffusion of Innovations (DoI) theory and institutional theory to evaluate adoption conditions for key digital tools: artificial intelligence (AI), blockchain, Internet of Things, quantum computing, and digital twins. While these technologies offer significant potential for real-time monitoring, resource efficiency, and climate adaptation, their diffusion remains constrained by infrastructure deficits, regulatory gaps, and limited digital literacy. Our comparative typology assesses relative advantages, feasibility, and governance dependencies. We highlight institutional voids and regional disparities, particularly across Sub-Saharan Africa, Southeast Asia, and Latin America. To address these gaps, we propose inclusive strategies, such as national digital circular economy strategies, regulatory sandboxes, green public procurement, development finance, and public–private partnerships.
