Abstract:
Abstract In this chapter, we examine how policies and regulatory frameworks facilitate circular economy adoption and net-zero transitions in emerging markets. With a focus on Sub-Saharan Africa, Southeast Asia, and Latin America, we apply Institutional Theory to analyse identifiable governance barriers (e.g., regulatory fragmentation, informal sector dominance). Our analysis highlights the necessity of adaptive, multi-level, and inclusive governance models that integrate informal actors and strengthen institutional legitimacy. We argue that a practical policy roadmap will mainstream national incentives, regional standard harmonisation, and strategic international engagement. Our findings offer critical insights for policymakers seeking to operationalise circular economy and net-zero transitions in complex institutional environments in developing economies.
