Abstract: Abstract The European Union’s Common Agricultural Policy (CAP) stands as a pivotal policy framework for the development of rural areas in the EU with a multifaceted approach aimed at achieving diverse objectives (Pagnon et al., 2023). This intervention has evolved into a strategic landscape, with Member States intricately weaving their plans through pluri-annual national frameworks, overseen by a performance matrix governed by target values and indicators set by the European Commission (EC) (European Commission, 2021). At the forefront of these strategic plans is a request from the EC to align them with the ambitions and strategies outlined in the EU Green Deal (EUGD), notably embodied in the Farm-to-Fork strategy and the biodiversity strategy (European Commission, 2021). Simultaneously, the EC has issued a new strategy for rural areas: ‘A long-term vision for rural areas (LTVRA): towards stronger, connected, prosperous, and resilient rural areas by 2040’ (European Commission, 2021).
