Abstract:
Abstract This chapter develops a conceptual framework for analysing industrial policy and productive transformation, emphasising their importance for advancing Africa’s industrialisation. It argues that targeted policies are essential for driving structural change by allocating resources to manufacturing and other high-productivity sectors characterised by significant technological spillovers and linkages. A central theme is the strategic role of exports, not just for revenue but as a vital pathway for international learning and addressing persistent balance-of-payments constraints. The analysis further considers industrial policy as a dynamic channel for technological catch-up, highlighting that sustained growth relies on developing technological and innovation capabilities. It demonstrates the role of the state and the dynamics of political economy. It draws on structuralist and evolutionary economics to underpin subsequent empirical analysis of country experiences. Building on the importance of latecomer advantages, it underscores key opportunities shaping the future of African transformation.
