Abstract: Abstract Chapter 4 examines the challenges of industrial development and the policies adopted by African governments, offering valuable insights for designing effective industrial strategies. Focusing on the development approaches and policies of African nations, the chapter provides policy-relevant analysis of the main obstacles and barriers to progress in Africa’s industrial sector. It emphasises policy areas of strategic importance for accelerating industrialisation—such as increasing productive capacity, establishing productive linkages, and developing the industrial workforce—rather than merely listing obstacles and objectives. Not all policy measures have the same strategic impact on industrialisation and economic growth. It draws from extensive research and decades of experience in industrial policy. Industrialisation is viewed within a broader context that places manufacturing at the centre, but also includes high-technology and export-oriented services, as well as high-value and industrial-scale agriculture.
