Abstract: Abstract Chapter 5 examines the challenges and limitations by focusing on key sectors essential to Africa’s industrialisation, using selected case studies of industries that make vital contributions to economic diversification, exports, and industrial development. These include pharmaceuticals, cement, fertilisers, petrochemicals, light manufacturing (notably textiles and apparel), agro-processing, and the automotive sector. Understanding the industrial structure of each sector, considering political economy issues, gaining deeper insights into productive linkage effects, and consistently adjusting in response to policy outcomes and implementation are crucial elements of an active industrial policy. The productive role of the state varies across sectors, time periods, and subnational contexts. In comparison, some productive activities focus on emerging technologies and the blurred boundaries of industries; sectoral approaches are key to industrial policy and underpin the promotion of production linkages, sector-specific industrial ecosystems, and capabilities.
