Abstract:
Abstract This chapter explores the institutional and behavioral dynamics that prevent risk awareness from converting into durable resilience action. Drawing on governance theory and organizational behavior, it analyzes how incentives, fragmentation, short political cycles, and misaligned capital structures create a persistent value–action gap. The chapter argues that resilience failure is often not informational but institutional. It shifts the focus from hazard modeling to governance sequencing and incentive alignment, demonstrating that sustainable resilience requires embedded institutional reform rather than episodic intervention. This analysis sets the stage for reframing infrastructure as the operational unit of resilience and for developing measurable architectures that bridge risk awareness and capital readiness.
