Abstract: Abstract This chapter examines the political and institutional dynamics required to move resilience from episodic integration to durable institutionalization. It argues that resilience fails not because of conceptual ambiguity, but because of misaligned incentives, fragmented authority, and short governance cycles. By analyzing how power, capital, and accountability structures shape decision-making, the chapter demonstrates that resilience must be embedded within institutional mandates, regulatory frameworks, and performance metrics to endure. It introduces the conditions under which resilience transitions from project-level intervention to systemic adoption, emphasizing the role of governance design in sustaining long-term institutional durability.
