Abstract: Abstract This chapter examines the dual character of contemporary information systems (IS) as they are indispensable infrastructures for value creation and decision-making, yet increasingly exposed to misuse, failure, and strategic abuse. We synthesize technical, organizational, and regulatory perspectives to map the evolving risk surface, spanning data breaches, privacy erosion, algorithmic bias and discrimination, disinformation and manipulation, supply-chain compromise, vendor lock-in, and operational fragility under automation at scale. The analysis highlights how AI-enabled analytics, platformization, and ubiquitous datafication amplify both benefits and harms, especially when governance lags behind deployment. Building on sociotechnical insights, we argue that resilience requires treating security, privacy, transparency, and accountability as design-time properties rather than after-the-fact controls. We outline a practical governance toolkit: risk assessment and threat modeling, ethics-by-design, robust access control and monitoring, auditability and logging, incident readiness, third-party assurance, and compliance-aware architecture, anchored in continuous oversight and measurable outcomes. Case-anchored discussions illustrate how business, public-sector, and civil-society contexts shape threat incentives and mitigation choices. The chapter concludes with actionable guidance for executives and policymakers. Responsible IS practice, we contend, is a strategic necessity for organizations and a democratic imperative for governments.
