Abstract:
Abstract Some electoral systems restrict the eventual seat numbers to respect a guaranteed minimum or, occasionally, to obey a preordained maximum. Minimum restrictions or maximum restrictions form an obstacle for quota methods, but are accommodated easily by divisor methods.
