Abstract: Abstract As we pointed out in Chap. 4 , cardinal systems allow individual votes to include ties. They also allow the electorate to express overall approval or overall disapproval of a candidate. For that reason, they are often used in situations where the number of candidates to be elected is not determined in advance, and sometimes where it is possible for no one to be elected.
