Abstract:
Abstract Electoral systems occasionally restrict the seat numbers to respect a guaranteed minimum or to obey a preordained maximum. Minimum requirements or maximum cappings form an obstacle for quota methods, but are accommodated easily by divisor methods. Such restrictions commonly apply when representing geographical districts. They also arise when combining proportional representation of political parties in the electoral region with the election of persons in single-seat constituencies. Various instances of restrictions are exemplified, with election data from the United Kingdom and Germany and with the issue of determining the composition of the EP.
