Abstract:
Abstract For all the algorithms in the world, it’s still people who draw the maps. This chapter features first-hand accounts of the balancing act required when building districting plans in the real world. Three redistricting practitioners tell us how it looks to reconcile complex, sometimes vague, and sometimes conflicting priorities, while keeping communities in view.
