Abstract: Abstract Models of imperfect labour mobility are useful in a world in which many other factors of production are highly mobile. The standard approach is to adopt a heterogeneous-agent framework. The present paper introduces an alternative model that makes welfare evaluation easier. It uses this as background to the development of a variant of the Harris-Todaro model that can rationalize simultaneous labour-market disequilibrium and emigration. The final and main part of the paper models the role of governance in development and contrasts the impact of migration under different governance regimes. Emigration, in the model, raises wages under poor governance, while immigration has this same effect when governance is improved.
