Abstract: This paper is concerned with entrepreneurial behaviour in hostile environments, where market reforms have been slow or only partially installed. The term “transition” is often used to describe economies with these characteristics, which if used, must not be taken to imply that the country is necessarily on a path towards a more market-based economy. In practice, such conditions are found in many of the former Soviet republics, which can be increasingly differentiated from former socialist countries that have recently joined the European Union, such as Poland and the Baltic States.
