Abstract: Abstract This study explores the institutional changes emerging in Japan, China, and the USA and, within this context, whether businesses broadly leverage IT to redefine relationships and modify their operations. A qualitative investigation assessing institutional changes in the three countries was completed to determine the constraints of such an institutional comparison. Subsequently, empirical data on small- and medium-sized enterprises was collected to establish whether there was any indication that IT-related institutional changes are taking place outside multinational enterprises.
