Abstract:
Abstract At the Potsdam Conference, held between 17 July and 2 August 1945, the powers of the anti-Hitler coalition found solutions only in compromises. Even the agreement to treat Germany as a single economic unit, and to establish a democratic system, was deliberately vague and reflected divergent aims and conflicting interests. Economic unity fell victim to disputes over reparations and political unity collapsed through the attempt of the occupying powers to establish their own political system in the areas of their control. The relationship between the four-power administration and the commanders-in-chief of the zones failed to produce a common occupation policy.
