Abstract: Abstract In order to solve the problem of the authority-linked management model of the organization coordination network of MSTP, we put the system engineering, project management and knowledge system of the network model into use comprehensively. We discuss the forming process of the authority-linked management model when we analyze the collaborative relationship of command, decision-making, the control of rewards and punishments between entities. We conclude the suitable operation theory for management mode, which is based on the operation characteristics, such as resources exclusive, network closure and administrative compulsory and so on.
