Abstract: Abstract The paper discusses the concept of the regional tourism cooperation and then summarizes the driven system. Secondly, the distress factors in regional tourism cooperation including district economy, not perfect system and not proper shared benefits are emphasis to discuss in the paper. From the researches on above, we know that these straits result from insufficient government behaviors. So the paper suggests that it is necessary to pay more attention to the government behaviors and discuss some corresponding countermeasures, especially establish efficient shared benefit cooperative system and build promissory safeguard system to promote the regional tourism.
