Abstract: Abstract Vehicle exhaust emission is one of the main factors which cause global warming. Low-carbon transport should be developed without delay to mitigate global warming. This paper discusses the effect of tax policy adjustment on private vehicle ownership, that is, how tax policy adjustment guide private car consumption and uses, as a result to reduce CO2 emission and promote the development of low-carbon transport. In the paper with system dynamics model, the extent of tax policy adjustment’s effect on private vehicle ownership will be simulated. Finally the important role which vehicle tax policy adjustment plays in the achieving low-carbon transport will be found.
