Abstract: Abstract This paper proposes an integrated planning and execution model for supporting emergency command and controlling process during emergency response. Firstly, a common incident action plan is designed for representing all the actions of responders and relations among them. Additionally, the planning process and execution process based on the incident action plan are introduced.
