Abstract: Abstract A kind of vehicle routing problem is discussed to meet emergencies, in which some routes may be destroyed or blocked uncertainly. The value of a route in an uncertain situation is analyzed and a two-stage integer program model is constructed. To simplify the computation of the model a method is put forward. And in this method, only the maximum value and the minimum value are calculated for the object value. In the end, a two-stage taboo search algorithm is designed and an example is given.
