Abstract: Abstract The global value chains theory provides a new method to upgrade industrial clusters. From the global value chains perspective, this paper analyses the existing problems in the upgrading process of China’s industrial clusters, and proposes some upgrading paths: China’s industrial clusters should gain access to the high-end parts, strengthen the technological innovation capability, enhance the industrial relevance, and improve the capacity of international market expansion.
