Abstract: Abstract Development of strategic marine industries is China’s “12th Five-Year” period vigorously implement marine development strategy, it is the development direction of China’s marine economy, therefore the proper selection and development of strategic marine industries is great significance. This paper based on the analytic hierarchy process and fuzzy evaluation method evaluation weather suitable for the development of strategic marine industries in Tianjin Binhai New Area and had an empirical research to the comprehensive utilization of seawater industry. To draw the comprehensive utilization of seawater industry rating of 84.6868. Concluded that Tianjin suitable for the development of seawater utilization industry as a strategic emerging industry.
