Abstract: Abstract This paper commences commercial cloud model research around the ideas of wisdom Binhai construction. Combined with the diversified social needs of the Binhai New Area, the facts of the rapid development of cloud computing technology commercial services evolution, history and commercial services, this article explains the urgency and necessity of the commercial cloud development and uncovers the support points of commercial cloud model development, in order to enhance the wisdom- Binhai economic development and governance strategic advantageous position and decision-making levels.
