Abstract: Abstract Highway construction project would promote the development of regional economy, stimulate social change, at the same time it would cause the problems such as exhaustion of resources and the deterioration of ecological environment. Therefore, the comprehensive assessment on highway construction projects’ economic, social and environmental impact in the view point of sustainable development is very necessary. The comprehensive assessment index system and assessment model on harmonious development would be constructed based on the analysis of the coordinated development connotation of highway construction project. Taking the Hu-Ning highway (Jiangsu section) for example, the paper measures the coordination degree and coordinated development degree among economy, society and environment.
