Abstract: Abstract Modern independent deposit system is an active mean to prevent official corruption and promote clean government in some developed countries and regions. At present, some local of China has tried Independent deposit system, and achieved a certain effect. For improving the integrity of China’s civil service incentive mechanism has certain significance and inspiration. At present, the universities develop quickly, public officers law and discipline violations of university turns upward trend, and implementing the Independent Commission Against deposit system in colleges and universities need for theory and practice investigate.
