Abstract: Abstract Safe operation and rapid emergency response are taken as preconditions to develop China high-speed railway. From the perspective of a whole life cycle, this paper identifies the key risk factors of China high-speed railway by utilizing the risk network theory and proposes some emergency management strategies accordingly. Early warning and prevention of safety crisis in China high-speed railway emergency management is emphasized particularly. The proposals may help to promote the emergency management capability of China high-speed railway.
