Abstract All organizations have their Sphere. It means the effective scale/size of the organization when its critical value could reach a Pareto optimality. A clear-cut definition of its sphere is of great significance for researches on social function, development mechanism of NGOs and even on the mechanism of the Guangcai Programme.
