Abstract:
Zusammenfassung The first challenge in designing a productivity-oriented policy framework is to define the basis of competition in higher education. The first section of this chapter explores why regulatory oversight of higher education is needed in the first place. The second section proposes a shift in the regulatory approach. The final section addresses ways to implement this shift.
