Abstract: Zusammenfassung Das deutsche politische System hat sich selbst so sorgsam und so wirksam in Fesseln gelegt, dass es nur bedingt handlungsfähig, steuerungsfähig und problemlösungsfähig ist. Diese Fesseln strangulieren die Bewegungs- und Gestaltungsräume des deutschen politischen Systems so umfassend, dass sie zuverlässig den Fortbestand seiner Arteriosklerose verbürgen.
