Die Hitze in den Baracken der FDA an der Independence Avenue ist drückend, die Klimaanlage kämpft vergeblich gegen die Schwüle des Washingtoner Sommers. In einem kleinen, schmucklosen Büro sitzt Dr. Frances Kelsey. Sie ist neu in der Behörde, erst seit einem Monat im Dienst. Auf ihrem Schreibtisch aus schwerem Behördenholz liegt ein Stapel Akten, der wie Routine aussieht, aber in Wahrheit eine Zeitbombe ist (Abb. 7.1).
