Abstract: Abstract To solve the problem that evaluation index system is complex and chaotic, the paper puts forward a new method to construct an evaluation index system based on SOM-K combination clustering. The new method is applied in constructing an evaluation index system of emergency response capability. The application example shows that the constructed pan-evaluation system takes into account the dual principle of comprehensiveness and representativeness of the evaluation indicators, and the construction method has the characteristic of universality.
