Abstract: Abstract At present Chinese economy is facing with duplicate pressures from domestic environment and international situation and the government needs to strengthen policy of “Going Out” and encourage domestic enterprises to choose internationalized road and improve domestic industrial upgrading and push economic transition. By definition of the content of industrial upgrading in the condition of open economy and studying the relative materials and taking manufacture industry as the example and through construction of industrial upgrading index the article examines its relativity with Outward Foreign Direct Investment (OFDI) of China and proves that OFDI can push industrial upgrading of China.
