Abstract: Abstract In order to have a much more high efficiency in the using of horizontal transport system, in this paper based on the practical situation, take into account that railway container terminal station as a special railway terminal station, the reasonable layout and planning will affect operations in the entire function. We applied the pool strategy, which is based on the shortest time policy, into the operation procedure, and the effectiveness of this method is validated in the end with actual data validation.
