Abstract We live in a time of constant and sometimes barely predictable change. Accordingly, reliable forecasts and long-term planning are difficult. Nevertheless, the authors adopt—as explained in Sect. 2.2 —a synoptic planning logic and propose a systematic approach for the development of strategies. This position is justified as follows:
