Abstract: Abstract Over kwaliteit staan in het regeerakkoord goede dingen. Met name de startalinea’s van de zogenaamde zorgparagraaf zijn sterk. Wie stuurt op kwaliteit, krijgt beheerste kosten. Maar wie stuurt op kosten, ziet de kwaliteit teloor gaan.
