Abstract: Why, in a world dependant on scarce fossil fuel energy resources and concerned about their impact on global warming, is there no policy that requires energy suppliers to get as much useful energy out of every unit of energy burned? More importantly, why are investors in the United States (U.S.) not using the energy efficiency savings that result from investing in integrated heat and electric power production to finance the upgrade and expansion of the nation's aged infrastructure?
