Chapter 9 in Energy Efficiency, 2009, pp 109-119 from Springer
Abstract:
Abstract The author details the assumptions that go into making decisions to invest in energy supply projects, and how success of the investment requires the capability to compare the initial assumptions to changing assumptions over time. She lists 24 investment risks. A decision-making tool is provided to help readers evaluate who will take each of the risks and what the cost impacts are likely to be on the total project. Energy supply industry analysis tools are presented to help readers consider the information needed to determine where the project investment falters and how to mitigate investment risks. Alternative standard energy supply industry mitigation agreements are described for the most sensitive risks. The author uses anecdotes and diagrams to demonstrate common sense solutions to risk management. The author shows how information and communication technologies can be used to control risks. She explains how confidence in securing risk solutions to specific situations is essential to gaining stakeholder confidence to implement energy supply investment and to make investment and operating modifications over time. Finally, the risk uncertainty in the political and regulatory arena is exposed.
