Abstract:
Abstract Sustainable urbanization is promoted as a critical component of sustainable development trend across the globe because of their directly significant influence on sustainability. Public-Private Partnerships (PPPs) are utilized as a significant tool to address the problems of budgetary constraints and limited expertise in urbanization process. However,the private sectors’ excessive pursuit of short-term financial interests may jeopardize the achievement of sustainable development. A sustainability-oriented performance assessment is proposed as an effective way to create incentives that encourage the private sector to participate into more sustainable urbanization process. The study thus established a conceptual framework for identifying performance indicators that can be used for performance assessment purpose. The proposed framework provides a logic method for developing performance indicators from the perspective of sustainability objectives and lifecycle process of PPP urbanization projects. Indicators identified by the framework are corresponding to sustainability objectives and therefore beneficial for promoting the rapid urbanization process into a more sustainable direction. Besides, they cover the lifecycle process of PPP urbanization projects and thus capable of providing insight into the critical aspects in the process control of projects.
