Abstract The formulation adopted in the report of the 13th National Congress of the Communist Party of China is that “the state regulates the market, and the market guides enterprises” and that it “is only a sheet of paper away from the confirmation of a market economy regulated by the state”—but it is still “one sheet of paper.”
