Abstract According to the Decision of the 18th National Congress of the Communist Party of China on Comprehensively Deepening Reform, in November 2012, the Central Economic Working Conference, held in December 2103 in Shenzhen, would require that “people study the top-level design and overall planning for comprehensively deepening systemic reform, and clearly put forward an overall reform plan, roadmap and timetable”.
