Abstract The infrastructure and real estate sectors are invariably viewed as being owned by the state, the development of which is primarily the responsibility of the government and financed with public funds. The various country governments enter into funding agreements with different regions (states/provinces) for the purpose developing and supporting strategic projects in infrastructure and real estate.
