Abstract:
Abstract Georgia has been a leader in implementing reforms successfully in various fields of public governance. It has been able to make significant steps towards eliminating the Soviet governance style and introducing Western public governance principles in its public institutions. The chapter provides an overview of the evolutionary path that Georgia has followed and focuses on several new legal institutions, the creation of which formed a solid foundation for the development of a professional civil service that is based on meritocracy and is free of politics, as well as, for strengthening anti-corruption mechanisms and creating an ethical environment within the civil service. The introduction and enhancement of Western principles in the legislation, as well as their practical manifestations were not easy tasks, although essential and tangible reforms have always been politically supported. Nowadays, the Government of Georgia is firmly committed to the idea of public governance based on the European Principles for public administration. The chapter concludes with future plans and challenges in continuing with the public administration and civil service reform efforts of the country to attain its goals and aspirations.
