Abstract: Abstract The Communiqué adopted at the Third Plenary Session of the 18th Central Committee of the Communist Party of China in November 2013 clearly pointed out the necessity to “vigorously develop a mixed economy”. In September 2015, the “Opinions of the State Council on Developing the Mixed Ownership Economy in SOEs” emphasized “the deepening of mixed-ownership reform of SOEs”, In November 2017, the 19th National Congress of the Communist Party of China required “further reform of SOEs and development of mixed-ownership economic entities”.
