COVID-19 Pandemic and the Service Sector in Punjab: An Assessment of Impact and Policies for Revival

Abstract:
Abstract Punjab’s service sector contributes half to the state’s gross value added and two-fifth of total employment. The study finds an overall decline in the state’s revenue and employment level in trade, hotel and tourism, transport and real estate services during the pandemic period. Public health conditions are extremely vulnerable and woefully ill-equipped to cope with public health emergency in Punjab. Digitalization in the education sector excluded the vulnerable section of society. Informal labourers lost their livelihood opportunities and absence of social security pushed them to cul-de-sac. In this context, the paper focuses on the performance of the service sector during the COVID-19 period. The study recommends that the state must abdicate neo-liberal policies and increase public investment with demand-driven objectives for the rejuvenation of the service sector of the Punjab’s economy.
