Abstract: Abstract Chifeng City is located in the southeast of Inner Mongolia Autonomous Region at the junction of Inner Mongolia, Hebei Province and Liaoning Province with an area of 90,000 km2 and a total population of 4.6 million. The city has the jurisdiction over 12 banners/counties/districts, including 5 pure animal husbandry banners with an available grassland area of 69.97 million mu, accounting for 83.5% of the City’s totalgrassland area. As a major city of animal husbandry, the City’s livestock inventory reached 17 million heads in 2010 and ranked the first in the Autonomous Region for five consecutive years. The City’s animal husbandry total output value reached 10.45 billion yuan, accounting for 43.2% of its primary industry. Therefore, this article intends to explores and analyzes the pilot project of new endowment insurance in pastoral areas with Chifeng as an example.
