Abstract: Abstract China’s urban management has undergone three stages: financing for urban infrastructure, boosting city value and enhancing urban competitiveness among which urban competitiveness seems to be gaining more and more recognition. It is understandable that there are theoretical and practical roots for the advocacy and pursuit of urban competitiveness. In theory, it is represented by Tiebout’s pure theoretical model of local expenditure and Breton’s competitive government theory. The common view of the two theories is that as long as economic factors (investment and population, etc.) and resources are free to move among cities or communities, there will be competition among governments and this “vote-by-foot” competition will force municipal governments to improve the efficiency and enhance urban competitiveness.
