Abstract: Abstract Like many European countries, Japan has a strong central government that is responsible for the administration of its system of public education. Therefore, despite the privatization of most Japanese industries, investment in the country’s system of national public universities has taken priority over private institutions, and the government has taken great pains to maintain academic standards while ensuring organizational consistency.
